Every year that is divisible by 4 unless it is also divisible by 100 but not by 400. That's a bit confusing, but 1904, 1908, 1912 . . . 1992, 1996 were leap years. So was 2000, because it is divisible by 4, 100 and 400, but 1900 was not and 2100 will not be because they are divisible by 4 and 100 but not by 400.

Leap year occurs in years divisible by 4, or, 4 and 400. The next one will be 2008.

The Gregorian calendar, the current standard calendar in most of the world, adds a 29th day to February in all years evenly divisible by 4, except for centennial years (those ending in -00), which receive the extra day only if they are evenly divisible by 400. Thus 1600, 2000 and 2400 are leap years but 1700, 1800, 1900 and 2100 are not.

The normal year is 365 days and 1/4, so every four years they add up the quarters and make the year 366 days (a leap year). The added day is the 29th of February. The year has to be dividable by 4 (2000, 2004, 2008...)

It falls on years that are multiples of 4. 1996, 2000, 2004, 2008, 2012, 2016, 2020, 2024, 2028, 2032, 2036, 2040, 2044, 2048, etc.

It just so happens that the Presidential Election is always on leap year.

Next year will be leap year as it occurs every four years, and the last leap year was 2004.
