(the repeating .7 is when the seven has a line above the number; it will just go on and on forever like this: .777777777777777777777777 .
and why is one bigger than the other?

.777777 repeating is larger. This is because .7 could be rewritten as .700000000000. You know that 777 is larger than 700. The same holds true even if the numbers are divided by 1000.

In this case (just to make it sound more complicated than it really is), you could say:

0.7 = 7/10
0.77777... = 7/9

Let's use a common denominator (90)

7/10 * 9/9 = 63/90
(9/9 = 1; multiplying by 1 does not change the value; 63/90 = 0.7)

7/9 * 10/10 = 70/90

70 is greater than 63 therefore 7/9 is greater than 7/10

the repeating .7 is .777777777777777777777777...

Starting with the second decimal place, .7 repeating is bigger so it is a bigger number.

remember that all decimals are fractions, so .7 equals 7/10 or 70/100ths and .77 equals 77/100ths. You only need to match up the place value to know which number is greater. .77 > .70
