A psychotherapist can practice therapy without any training or certification at all, whereas a clinical psychologist (not just psychologist, but a clinical psychologist) must have a PhD in psychology or a PsyD.
Generally, counsellors (school, marital, family, etc) have at least a Masters degree in psychology.
Lastly, a psychiatrist is a medical doctor who has received (two years I think) of training in psychology in addiction to medical school.
