ORACLE,Sybase,MySQL are awesome and run in any OS, if you got the $$$ go for ORACLE else you can try Sybase and MySQL

Oracle 10g or greater! the best suite for any type of database, but one problem (u require minimum 512MB + XP to run this program) if u have then go on flowing ride...
MS access is also good option.

as far as free databases:

Postgres is way better the mysql
MSDE / SqlServer Express is way better then Access

if you want to spend money (or your company does):
I think Oracle and SQL2005 at the top of the list each has its benifits. Oracle probably has more raw features, but SQL works really nicely with other microsoft technologies such as .NET

Not sure if it's the best, but the easiest would be Microsoft Access. It's pretty easy to figure out and enter data. If you are more advanced, try mySQL.

Consider Postgresql. Nice system. Uncomplicated license structure. I use it over mysql on projects.

If you're asking this on yahoo answers, you don't need Oracle.

for something on a large scale, go with oracle. mysql is also good.
