the US Treasury website does not capitalize "bill" except in headings, they do capitalize "Treasury"
the Journal of Financial Economics Style Guideline uses "Treasury bill"

I'd say that was good enough

Both Treasury & Bill should be capitalized, because it is a proper noun (the name of something specific).

Neither treasury, nor bill need capitalized. If you do use caps on one, use caps on both.
