tires are a composite of rubber and materials. Wheels are metal or a rigid composite. tires mount on wheels. A tire that appears to be bent or bulging has an internal malfunction and should be replace. Steel wheels can be straightened--but it's not worth the cost. Alum wheels and Composites should never be straightened. A bent wheel can cause the tires internal structure to fail or weaken.
second part---not enough information given. what size wheel or tire? You can have a Honda CVC, or a 4x4.

A tire cannot be "bent", but the wheel can. Pick up a replacement wheel at the local salvage yard ... it's a lot cheaper than buying a new one !!
