Yes You can visit LOC. There is no restriction to go there. There are fences one on Indian side and another on Pakistan side and inbetween about 100 mts. land is kept vacant it it called the no man's land. The forces of both contries wil be guarding their ences and will not allow anyone to cross the fence. Near Srinagar you can just visit and see the fence. Whenever there is tension in the border you will not be allowed to go near by. Now what is LOC - Read

If u r talking about LOC between Pakistan and India it is not safe to travel , any way it is a border line between these 2 countries seprating indian and pakistani Kahsmir.
if u know some one Big in Army u can visit with PROTOCOL and its safe too

Yes it is safe to visit line of control. You can reach via srinigar. There are no procedures Since you are not going to cross the border.
