I know it sounds strange but for years I just used plain old warm water and a wash cloth....no soap. It didn't dry my face out like soap does. But now I use Clinique products...a little bit goes a long way and they clean gently and they have good moisturizers. I've also used Olay products, they're less expensive. But for no cost....water and a cloth. Just don't scrub your face...splash it with water to loosen the makeup, then gently use the wash cloth to wipe it away, rinsing often. The added bonus of this method is the wash cloth is an excellent exfoliater, removes dead skin. I would still recommend you use a light moisturizer after washing.

-baby oil
-baby wipes
-baby shampoo
-vaseline
-olive oil (dab a little on a cotton swab & smear away, even works on waterproof mascara)
baby products won't irritate your skin or eyes, and vaseline will help dryness
However, if you want a store bought solution check out www.drugstore.com
Look at the reviews to help you out, & the site also sorts products by rating and price
P.S. DON'T use soap & water; it may be cheap, but it dries out your skin, can irritate your eyes, and won't get off most eye make-up

baby oil or vaseline. best solution. your skin will never be dry.but vaseline is a bit sticky so you have to rub hard to remove it all though. i use baby oil and cotton pad to remove my heavy eye make up and leave it moist. use cotton buds to remove delicate and specific areas such as around your nose, lips or around the corner of your eyes.

Baby wipes are great. They'll get rid of any makeup. Vaseline is good too, but it doesn't work that well on waterproof mascara.
