At the outset the Germans were better equipped and had better weaponry. They had superior aircraft as well until close to the end of the war. The British developed the first tanks during the war. When the Americans joined in 1917 they had by far the best rifles and ammunition.

not really no most nations in WW1 where equally matched. The Germans where better equipped and led than some nations but still struggled like everyone else and as the war went on there quality of there equipment declined.

They were technologically superior yes, but when the Manufacturing might of the allies joined in, they could not make bullets fast enough.

In some things they were; particularly aircraft and artillery. Other stuff; they were on par with everyone else.
