I think at an age when a child becomes more independent and is hanging out more outside the house with friends. That way, if they're at the bowling alley with a group of friends or doing similar things on a regular basis, you can easily keep in contact with them. My mom got me a cell phone when I turned 16, she knew that my new independence would have me out of the house more. Being able to keep in contact became more important than it had been prior to that.

well i was a kid when i was in the 90's so there was no such thing! lol

but because everyone seems to have one, it might be worthy to have one.

but there are special cell phones just for kids. some have only five buttons to either call a couple friends and their family.

disney i hear also has a good package for kids.

but don't get them anything over pricey. i am 18 and went over my texting limits. i think we should block kids from ever touching that. it's wayy too fun...and sadly $$ :P

When the child knows the value of a dollar. I would say around 13 or 14. I just bought one for my nephew who is 13.

I would say 21. At that age you should be out of school - or in graduate school. If you don't have one before then, you won't be able to disrupt classes with the stupid thing constantly ringing.
