Absolutely sure they will !! The only countries that have nuclear weapons (or want them so bad) are the ones that either have something to defend against every other country that wants it, or they are the ones that want it and that's the only way to get it.
Then there's the fanatical ones that just think it would be cool to have them and use them when somebody talks about their mother or dresses differently from them or had ancestral wars with their predecessors.
It was proven in the Gulf War, that only a percentage of the blocking missiles were effective. And those weren't even nukes. Just think about this: Even if we do block them all (but we won't), what happens to all the residual radiation that will be released from their above-ground detonation?

Anyone with a weapon should be considered a threat! Anyone with nukes should be considered a threat to mankind, regardless of whose has them. We didn't think America could be attacked until 9/11 showed we are as vulnerable as anyone else. So why would we not worry about an unstable government with nukes? You could always argue that only one country in history has ever used nukes, (that would be us America), but who's to say that we would be the last? I don't know what good they do for anyone!
