Spring time is a nice time however if you go during Cherry Blossom season, it'll be very crowded!!
I'm assuming you're over 20yo, so school shouldn't get in the way if it's during spring break. If your friend has plenty of leave then she should be able to take some time off (I'm in the AF too).
Have her make reservations at the New Sanno in Tokyo (several months in advance). It's a military run resort so it's inexpensive to stay for two young people. Plus it's a gorgeous hotel with English speaking staff that will probably make you feel a little more comfortable.
Come by yourself, most planes fly into Tokyo where she can pick you up at the airport and you won't feel helpless in a new country. Japan is a beautiful country with a rich history. You'll enjoy every minute of your stay! I tell every young person I come across not to just waste your money on alcohol but to get out and see the country. When will you get another chance? You should wait for her to settle down in Japan 1st before visiting her, that way, she can also get to know her surroundings 1st before inviting you to visit her, and she can also bring you around her area.
You can go by yourself certainly, but single tourist staying in hotels and purchasing air tickets are always more expensive than couples or groups. Unless you're going to stay at your friend's house.
You can start planning your trip anytime, just read up about Japan, especially the place that your friend will be staying and working at, so that when you reach there, you'll have a goal to guide you and you won't miss out the sights.
Consult your friend after she settles down and can confirm with you her workload as well as her days off.
If you prefer cooler weather, go during Spring or Autumn or even winter. Summer is quite hot in Japan.
But it really depends on the area you're going to.

Your friend will not have a lot of time to spend with you because the Air Force keeps everyone busy. I would wait until the summer time. That way your friend will be settled in, and might be allowed some time off to visit.

The best time for you to go would be during non-peak seasons. That is not during summer (Aug.-Sept.). Air fare will kill you. Not during late Dec. Not during Golden Week, (end of April to first week in May). Not during Pre-graduation weekend (this varies, but most schools usually have their graduation in March). The reason for this is that Japanese love to take "graduation trips" so the travel agencies raise prices at that time. If you are worried about the heat and humidity, do not come during summer. If you are worried about the cold, do not come during winter. It is a different kind of coldness here in Japan, it really chills you to the bone, and with the heating systems they have, just moving from the living room to the toilet is like walking from the equator to the north pole in just a few steps. Finally, Xmas - new years is expensive, too.
So you are left with June -July, Oct. -Nov., middle of Jan, to Beginning of Feb. These times are usually considered low season. Prices in Japan are much cheaper then.

I would say that the best times to go are in the Fall or the Spring. In spring, they have the Sakura (cherry Blossoms) and the Ume (plum blossoms), and there's a bunch of festivals. Also, the weather won't be too hot or too cold, so it's better than the hot, muggy weather in the summer.

It depends on where your friend is. If she is at Misawa then you probably don't want to go in the winter unless you want to ski etc. If she is at Kadena then you want to go in the winter and get some sun. If she is at Atsugi, then the weather is not such a big deal either way.

Idk, it depends on yr age.
I would say go alone, unless you don't feel comfortable, go during feb vacation, and make sure you come home before it ends! lol.
The tickets will probably cost a bundle though...
