Everything always develops over time, i dont think there is anythign that had all the rules made at once and didnt have them develope.

the invention of basketball had these rules, but the rules in the nba have been modified from the rules that came with the invention of basketball, and nearly every season the nba board wants to change a couple rules to make the game better from last season.

i'm pretty sure they develop over time because in the beginning they didn't have the 24 shot clock. and rules and regulations can't always be right when they are first established.
