WD-40 works well. Spray it on and let it soften the sap. Wipe off with a soft cloth soaked with wd-40.
Bug and tar remover will work . Its available at most auto parts stores as is WD-40.

Try Windex and a soft cloth (cloth baby diaper works good). Windex needs to be the kind containing ammonia dampen cloth and blot on tree sap let it sit for a minute to soften them gently wipe off. P.S. may need to repeat several times on sap spots depending on size and age or hardness.

Get a used fabric softner sheet from your drier and wet it....It works great and will not mess up the paint.
