In Texas can you replace the cluster gauges yourself legally if the odometer stops working.?

The car is from 1994 if that makes a difference since the car might be exempt from mileage on the title.

In Texas, you can replace the cluster gauges and odometer. If it was a 2005 and you replaced the odometer you are supposed to say so when you sell your vehicle. I am from San Antonio and I know.

Just go to a goodyear or autozone and ask. They probably won't charge you for advice.
