Study Chinese? Then go to Shida area(Hoping East Rd) in Taipei. A lot of foreign students study at Shida or nearby
Chinese language schools. (many of them congregate there)
The school should be able to arrange housing and later ask them how do students usually get jobs there.
If you're native English speaker, you can teach English.
To start a popular English newspaper in Taiwan has a
classified section including housing, education and job info.

Taiwan National University is a pretty good one to study in! Once you find a place to study there, other things will be well taken care of as a matter of routine! As for job, check with the university if students are allowed to do part-time work! If yes, you may find one within the campus itself!
