The federal government had the right to implement laws but must be lenient in regulating the freedom of speech.

The federal government can mandate anything it wants so long as it is not against the Constitution of the United States. Even then, the government often passes laws that are contrary to the Constitution and a constitutional challenge in court is needed to get it off the books.

Don't like your speech class, huh? No the government can't mandate such a class. If it did, George Bush would have failed it and would probably still be trying to pass.

Yes, but even if they do, it's unlikely they would come up with the money required for the states to pay for that mandate.
