IQ scoring is different in different countries.
In Aus the average is 90 to 130 and above 130 is considered somewhat genious.

Your score is based on how many people you scored higher than in a given population.
The tests are set up and normed on thousands and thousands of people (in some cases even millions). From here the test is adjusted and standardized so that the average number of questions answered correctly = An IQ of 100. From here they use a bellcurve distribution to distribute scores above and below 100 based on how many you answered correctly compared to everyone else.
http://members.shaw.ca/delajara/IQtable.html Is a chart that tells you what % of the population you outscored for each IQ.
For example, an IQ of 120 means you scored higher than 90.9% of the population on a given test. About 9.1% of the population did better than you.
An IQ of 90 means that you scored higher than 25.3% of the population. 74.7% of the population outscored you.
Other than that, most tests have floors and ceilings, I.E they can only measure IQ's so low and so high. Most tests test in the range of 70 to 130. Some tests are designed to have lower ranges than 70 and some are designed to have higher ceilings than 130. A score of 131 qualifies you for mensa, which would put you at the 98th percentile; you outscored 98% of the population and 2% outscored even you, you smarty pants.
So I would be skeptive when people tell you their IQ is 180 or something like that; they're probably lying! 180 = 99.999995% of the population scored lower, and only 1 in 21,000,000 people score that high.

140 and over Genius or near genius
120-140 Very superior intelligence
110-120 Superior intelligence
90-110 Normal or average intelligence
80-90 Dullness
70-80 Borderline deficiency
Below 70 Definite feeble-mindedness

145 - 159 Genius (Less than 1% of test takers)
160 - 175 Extraordinary genius
Its on a bell curve but this table is a great basic explaination.

It depends on who is conducting the test and the particular methodologies they are using.
Generally, a low IQ would be under 80 - and a high IQ (think Einstein) registers around 140-150.
