That's too broad of a question. Are you making a prom dress? work dress? The first thing is you need to decide what pattern, then follow the directions on the pattern to determine the type of fabric appropriate for the dress you are making. As well as buying all the other notions, like buttons, zipper, thread, etc.
A mannequin may cost at least $100 or more. Look at joann.com
I know they sell them in the joann stores, not sure about the website. But that is not necessary unless you are designing the pattern yourself. If you are new to dressmaking, I suggest you learn first by using a pattern.

Depending on what kind of dress, you would need the following.
1)A pattern (buy the beginners for no more than $4.00)
2)Buy fabric at a discount fabric store, according to the measurements in the back of the pattern. There, you will also find suggestions for material.
3)Buy the notions (zipper, buttons, thread, etc.) listed on the back of the pattern.
4)A sewing machine. I suggest borrow one since you don’t know if you will want continue doing this.
5)You be the mannequin or it will cost you so much more than buying a dress already made.
6)You’ll have a one of a kind even if is not perfect.

There's a LOT of steps in dressmaking, even in dressmaking for dolls! ( which is what I usually do).
If you've never sewn before, I would start with some basic stuff before jumping into dresses, like pillows and other craft items or very simple clothing to get the feel for it and to brush up on skills like pattern transfer, how to sew a dart, how to hem, zipper and button installation, not to mention how to sew on a machine. There's a whole list of materials and supplies, depending on how professional you want to get.Basics are: sewing machine, extra bobbins, thread, fabric, pins and pin cushion, measure tape, GOOD scissors, seam ripper, tailor chalk or transfer paper and wheel. Then there's pressing equipment like an iron, tailor ham, sleeve board, etc.
Fabric choice is a whole subject unto itself.
Mannequins run around $150 or more.

well you need a sewing machine, and then you would need material and a pattern, or an idea of the type of dress that you would like to make. I promise the first time that you make something, you will discover that it's not as easy as you think. I am a dress maker. and have been for 10 years, and I still get stomped a t times.

Too little info there kiddo...what type of dress? a simple one can be done in a few steps and more elaborate dresses a zillion steps...if you are just starting out...try a simple one from simplicity or mCcalls and then try more complex ones...I LOVE SEWING
