If they are elected then yes, it is called a recall vote. If they are appointed then they must be investigated and charged with a crime by the state or federal legislative body under which they serve. This is called impeachment. If the body finds they are indictable then they will be removed and tried. A new election is held or as the constistitution (state or federal) provides, the governer or president appoints a successor.
