If so...why not makes buildings that way in the first place? Seems like if you are going to live in an tornadoe infested area it would make sense to build the buildings right the first time. Probaly save money in the long run.

Of course you could make buildings strong enough to withstand tornados. However, it cost more money and limits certain aesthetics. Since the chance of a tornado hitting any particular house (even in a "tornado infested area" is very very very small, it makes no sense to build to that standard.

Would YOU pay twice as much for a house and reduce the window size and make other compromizes on the design because of the tiny possibility that a tornado would hit it? People right now can choose to build their homes to withstand tornados but they do not choose to do so, because it does not make sense.

If you want to live in a huge Metal Block without any windows, or underground, go ahead. Even with a "safe" building, there still would be damage. There can be rooms in building that are several inches to feet wide walls. That would have to be the same for the exterior of the house. Plus, after a tornado does hit, you don't think another will hit the same spot again. And you also want your house to look nice.
Then, F1 tornados don't do too much damage to a regular house. But anything higher, your house could be demolished.
One word of advice: DO NOT LIVE IN A TRAILOR PARK.

I visited Ukraine and there were old bunkers there built to withstand an indirect hit from a 50 kiloton tactical nuclear weapon. Yes, there are buildings that can withstand the strongest tornado. THey are simply hideously ugly.
