You could try using clay or tape or other sticky substance on the sides of the wires, below the enter-key.
The point of your key is so that whenever you press the key, the wires press down and send a signal to your computer. The keytop just expands the area which your fingers can press into.
Other than that, contact Dell. http://support.dell.com/support/topics/global.aspx/support/dellcare/en/contact_us_options?c=us&l=en&s=gen&~tab=2

Oh wow, I've had that happen more than a few times and was never able to get it back on. Email dell customer service and I think they have a tutorial. Make sure you don't take the plastic part off because you will never get it back on.

Is it under warranty? Probably not. You can try all the glue and quick fix methods or buy a new or used keyboard off Ebay for a fraction of the cost from Dell.
Do your research and good luck

depends on the model of inspiron, but most of the time they just snap back on, however if the little clips on the back are broken, you may just have to glue it.... but be very careful when using the glue as you may glue the key eternally in the "key down" position.

Keyboards are very inexpensive to replace. You can buy one for $10.

they usually snap into place. the keys are hermetically sealed so they are airtight and usually resist liquids.
