By the definition of "militia" as used in the Scond Amendment, it is all male citizens between the ages of 18 and 60. The amendment says that all these should be able to keep and bear arms without infringement.
So you probably have one near you.

The National Guard is the local state militia,even listed in the phone book. or for a cause, ( hypothetically , maybe illegal immigration). Talk to neighbors and people. Get involved.

Get a few people together with whatever weapons you can find, and, presto, you've got a militia!

First you have to collect lot of muzzle loaders and flint lock rifles then some old civil war era uniforms.Then each week buy or steal a truck load of beer.
