So they can get guys to look at their breasts and then get mad when they do.

Some of them want their boobs to be seen. some don't wan the worry of a bra. Never wore one meself:):):) but it would hav eot be a dam hassle.
Some girls and women are so firm they can do wihtiout a bra for many years but eventually will have verry loose ones which hang down to the extreme.
Exercise and support is the best way to go. Most women use supppory from the bottom of their boobs which in turn forces them upwards at the top which is a great way to show them or keep them firm.

* Some girls don't like "girly" clothes but prefer to be as boyish as possible

Well, to be perfectly honest. Some girls are just sluts. hahaa..
but being serious, some girls are raised by just their fathers, having no mother figure around, your probably going to turn out a little boyish.
or maybe they just think bras are uncomfortable..?

Bras can be uncomfortable, also maybe they want to be natural or unrestricted.
Not a good idea if one is going to be active though!

some girls feel they aren't ready yet, some don't think they need to wear one, and some girls, I guess just don't care! I know its really annoying cause they just hang there, but what you gonna do?

They have small breast and don't need them, the straps show with the outfit they're wearing, they feel more comfortable. That's all I've come up with.

i dont wear it either recently. bras are uncomfortable especially in summer. i'm trying to wear it though....i dont want sagging boobs too quickly
