For mine last year I just had a party with several friends. We ate at my house and went to the Mall and movies. It didn't cost much but it was fun.

Chill out, first of all.
At less than a week's notice, I doubt you'll be able to get a great venue, so unless you know someone who owns a reception hall or a hotel or even an Elks club, forget that. And since you have a tight budget anyway, double nix.
Off the top of my head... movies (you'll probably get in free, and a lot of theaters do pretty cheap birthday party deals, but that's more six than sixteen), bowling, hiring a DJ, getting a local band, simply inviting your friends over, skating, laser tag... theme parks are closed... um... a concert might also be too short notice, depending on how big it is, but you could check it out.

If at home, do the paper plates and decorations for a sweet sixteen. Sandwiches/cold cuts can be cheap. Depends on the number of people coming, or a couple of large pizzas with soda.
If really tight make your own cake and desserts.

Your question does not make sense. If you are looking for party ideas then play some games like musical chairs, word games, scrabble, Mexican dominos and give prizes that are small but thoughtful and do brownies, ice cream and hot fudge sauce for dessert. Happy Birthday

Have your friends to all meet you at your fav resturant and go dutch! May not be all of the hoopla but you will be with the people that mean the most to you (and the ones that are worth it will be sure they make it for your special day)
