The actress could agree to scale, but that is still a chunk of the budget

It depends on the movie. I 've seen some movies were i coulda sworn they used most of the money and time on tryin to hook the main actor/actress and not the setting or graphics.

It would depend if it was a union shoot. Non-union pay scale is around $250/day.
