Only very pure water is a reluctant conductor of electricity. In fact, salt water is a very good conductor of electricity. Water impurities can be measured by Conductivity Meters - which measure the ability to conduct current. Its all the stuff in the water that gives it the ability to flow electrical current.

Well you're right... pure water technically isn't a conductor of electricity. Tap water is though because of impurities. When you drop an electrical appliance into distilled water, it won't conduct. If you drop a hair dryer in bath water, it causes a huge electrical surge. Tap water tends to have things in it like chlorine if you have filters or sulfur in "hard water". Impurities like that cause water to conduct. When "impurities" dissolve in the water, they become ionized and that means you got electrons floating about. When electricity is put in the water, the electrons guide it causing it to conduct.

water that has been purifed (deionized, run through and R/O membrane, degassed, etc) has a resistance of about 18.4 megaohms. That water readily dissolves everything and absorbs CO2 and oxygen from air and very quickly loses it's high resistance and drops back to approximately tap water.

Tap water has low resistance (0 ohms) and high conductitivity due to dissolved minerals, gasses, etc. ie, tap water is a great conductor of electricity.

check it with an ohm meter if you have one.

There are many minerals in normal tap water that do conduct electricity. Only deionized water won't conduct electricity.
