A vector image is mapped out (mathematically) rather than pixel-based (rastar). Photoshop can make use of both formats, retained as a .psd (photoshop file) ..from memory Macromedia Fireworks also uses both. Alternatively Illustrator or Xara both are almost exclusively Vector-base image tools.

The advantage of vector-based images is that they are infinitely resizable, with blurring - the maths behind the image will automatically reconfigure itself. The downside is that it takes much longer to learn and not so much the organic approach from start to finish ...not as user-friendly.

If you are new to Vector based artwork, I would recomend a platform which makes use of both rastar and vector-based tools, as that would make it much easier to move up at a pace you are comfortable with

Vector Images are Vector graphics (also called geometric modeling or object-oriented graphics) is the use of geometrical primitives such as points, lines, curves, and polygons, which are all based upon mathematical equations to represent images in computer graphics. It is used by contrast to the term raster graphics, which is the representation of images as a collection of pixels (dots).
