I have to say I have not heard of this problem before, so can only throw a few suggestions at you at we'll see if one hots the problem on the head. It sounds like you have something in your system that is disabling the file mentioned or preventing it from installing in the first place - it could be a bug or corruption, but it could also be that someone has deliberately blocked the application (is it your own PC or a shared/family computer?)

The first thing to do would be to run both a viral and malware/spyware scan, just to make sure nothing there is playing funny-buggers on your system.

If that doesn't work, just try setting up a clean account via account settings. Make sure it is (initially at least) set-up with moderator privileges, or you may not even be able to install new software.

If neither of these work, one last ditched effort would be to ensure that someone has not messes with the "proxy setting" (connection > "advanced settings), although I am pretty sure that the error message you are receiving rules that one out.)

Short of all this, you could just use Yahoo Messenger, which also allows you to chat with your MSN contacts

Hope this helps - it is a rather unusual problem so I can't give you any certain sollutions
