Guessing that a "step" means a single step on a stairwell, which is approx 30cm (12") wide, that would mean 3333 1/3rd steps. But you can't have 1/3rd of a step, so 3334.

Otherwise, it would depend on the distance of a "normal" step - a jockey's or a basketballers?

A kilometer is 1000 meters.
If someone has very long legs, that's 1000 steps.
For most of us, it would take something over 1000 steps.
