Do you know a few of her other friends ? You could have a surprise dinner party at a restaurant that the birthday girl likes . Just think of how surprised she would be when you walk into the restaurant and all the fun you all could have . If your going to be drinking you could call a taxi to drive you all home and all the guests could split the cost of cab fair . As for a gift you could give her a gift card to her favorite store .

Get a group of friends together, get hammered and then take her to a strip club, the dancers love grinding on other girls. It will be a experience none of you will ever forget.
