He's talking to benvolio about being in love with Juliet. Benvolio was criticizing Romeo for loving Juliet and Romeo is is basically telling him to shut up, he doesn't know anything about being in love or what its like because he has never been before.

Romeo is talking about someone (Mercutio, I believe) joking that he (Romeo) is still pining for Roslyn, when he has actually just fallen for Juliet and is going to meet her.
