The value of the dollar is determined by a global network of traders that value the worlds currencies each day. The Fed never has disclosed the total volume or the true value of the US dollar, Nor is it a government controlled organization. Read the following. You'll be schoked.

the value of the dollar is flexible. The biggest reason I can think of for the non disclosure of printing is to confound counterfeiting. Although if more $ were printed than destroyed it could show an inflationary trend, but I would be reluctant to hang an economic hypothesis on that simple fact.
