From my understanding of the Uno rules:
You may play any card of the same color or number; with the pile showing a green 7, you may play any green card or any 7. You may also play a Wild card if you wish, even if you have green in your hand.
However, you may not play a Draw Four if you have green in your hand. You may be challenged if you play a Draw Four, and if you have the color showing on the pile, you must pick it back up and draw four cards yourself. But if you're challenged and you don't have the color on the pile, the challenger must draw an additional two cards.
I'm pretty sure that's the official rule, but I haven't played in years.

Okay if a player has a Green card and a (example) yellow seven than you can play that yellow seven. Now what you can't do is play a wild or draw four card if you have the color that is in play. lets say that there is a Green seven up and the person has a green card and a wild card. He must play the Green card. Good luck!

You can change the color regardless of what you have in your hand. To use your example, if the last card played was a Green 7, you can put down a green card, or you can put down any color 7 thus changing it to that color, or you can put down a Wild card or a Draw Four card.

you can change it if you want to but most ppl like to stay with the same color
you can put down a card with the same color of the card just played, or the same suit of the card just played but of a different color

being consistent with your green-7 example, you may play any card that has the same color or same number, therefore, you may bring down a green-4 or a red-7.

As far as I understand you must use the card that is the same color- the only way to change the color is with a wild card---hope it helps..

You have to play if you can. Also another rule people mess up is they draw until they can play. When you can't play, you draw one card and if you can play it you do, if not you put it in your hand and the turn moves to the next guy.

I have always played that you can change the card if you want to or not if you want to do that, too. Either way.

I WOULD HAVE TO SAY THAT YOU CAN PLAY IT ANY WAY THAT YOU WOULD WANT TO. I KNOW THAT MY FAMILY PLAYS IT TOTALY DIFFERT THAN MOST DO. IF SOMEONE LAYS FOR EXAMPLE A DRAW 2 IF YOU HAVE A DRAW 2 YOU CAN LAY THAT DOWN TO THE NEXT PERSON TO DRAW 4 AND SO ON AND SO ON.
