Javascript and its full explanation would take a long time for a majority of people to understand as most people have a mere nodding acquaintance with computers and don't delve too deeply into 'how' but concentrate on the fact it 'does'!

Javascript is a language that can be included in a web page that runs in your browser (on your computer). It's widely used for a variety of tasks such as pop-up menus, mouseover effects, etc.
Go to tools => Internet options => security to turn it on. I think it's automatically enabled at the medium setting, or you can use the custom level button at any level and select Enable under Active scripting.

JavaScript and Java are not the same. JavaScript is a scripting language commonly used on websites to validate forms, animate stuff etc.
To turn JavaScript on go to Tools ~ Options

It's a programming language thats distributed with most web browsers, usually it is enabled by default, which web browser are you using?
Edit:
I think there is an option in: Tools -> Internet Options -> Advanced
Here you can turn on and off Java, however as far as I am aware Javascript is always on in IE.

It is a programming language , better to say scripting language for web and compatible with HTML.
some Internet browsers such as IE doesn't open page which contains Java Script.
It's better to install other browsers such as Opera,Firefox,Netscape ..

Well, Java is a programming language and it is normally triggered on by default by games online such as Runescape, or other things. However, you can't turn it on manually.
