A lot of things. There are in fact a lot of colleges that do an excellant job. But there are also many that do not.
In the latter case, college leaders can begin by obeying the law. There are still a lot of schools that openly ignore the Americans with Disabilities Act and refuse to provide the accomodations students with disabilities are supposed to get under that and other laws--laws that have been on the books for over 30 years.
One of the other people who answered hit the nail on the head--first ask students with disabiities. But I'll go a bit further--your question, though well-meant--is paternalistic (unintentionally, i know). But people need to stop advocating for us and start LISTENING TO US!
One thing that needs to change (and this applies to most (thankfully not all) universities, even ones that provide the resources they are supposed. That is the tendency to view disabled students as a problem to be managed. Every other group--foreign students, African-Americans, minorities, women--have come to be positively viewed--and valued and supported in modern universities for the uniquee experiences and diversity they bring to the academic experience. But typically university administrators and often faculty as well continue to view "the disabled" as a problem rather than an asset. At schools where this attitude has changed, though, the result is that students with disabilities are indeed an asset.

I'm not sure what you want to specifically advocate for? By law, disabled students are required to be given translators, access etc. In what way are college's failing?

The entire idea of special recognition for disabled people is ridiculous. The best way to advocate for them is to just act like they're fu**ing normal human beings like the rest of us!
