I think we're all in agreement. : )

The main conflict is between the bureaucracy (Ministry of Magic) and the people. Dumbledore is the figurehead of the people, but what you're looking at is information being suppressed and governmental power being abused. Dolores Umbridge serves as the ultimate pawn in Fudge's game to keep people from knowing what is actually going on with Voldemort and the Death Eaters by stripping both student and faculty rights at Hogwarts with the upholding of the various Ministry decrees. If this question pertains to school work of any sort, a fun take on this might be to tie this in with 1st Amendment rights...limitation of free speech. Hope this helps. : )

The biggest problem is the fact that the MoM does not want to hear that Voldemort is back, and so they are trying to defame Harry and Dumbledore.

However, the biggest conflict that I find is between Harry and Professor Umbridge, the person the Ministry has imposed on Hogwarts as the Defense Against the Dark Arts professor. I think this is exemplified in the fact that she forces Harry to write "I must not tell lies" over and over with the quill that scratches it into his hand. He still has the marks the following year.

The biggest conflict was that of Dumbledore and Harry Potter versus the Ministry of Magic.
The Minister of Magic Cornelius Oswald Fudge on account of self-pride refused to believe that Voldemort was even back.
It could also be called The Order of the Phoenix versus The Ministry of Magic.

I would agree with the above persons statement. You can categorize it in the Man vs. Society type of conflict.
