If a person has lots of talent, how do they get started in the art world?

Probably the best and cheapest way is to check out some local businesses in your town. Many places, especially coffee shops and cafes and upscale restaraunts--and the lounges in those restaraunts, will have monthly "hangings" in which they display the work of local artists. You can put your name and the price of the piece and a quick blurb of what the piece is created from on a little placard below the artwork. They usually do this for free as a courtsy to local artists and as a way to have attractive things on their walls too, which change monthly.

I've been showing art for the last decade, and I agree with the first post. The best way to break into the local art scene is in the coffee shops and cafes. Just go in and ask what the policy is for art displays. Honestly, I've sold more pieces out of coffee shops than galleries! They're a good route to take.

Swapmeets, "market day", put some up at a friend's yard sale, bring them to display at the library [if they will let you...] maybe you could display them at a bank, doctor's office, restaurants or other places that people frequent. Everyday that you go to town or places you visit, think in terms of where they would look nice to 'advertise' them and ask around! Of course, ask around or call some of the local arts/crafts displays, art/photo or gem shows or meetings. Of course, don't forget any local fairs! Best wishes!
