For one of the previous answers - being a player moderator means absolutely nothing.
You have minmal powers within the game and are not qualified to give game related advice.

now.
The problem you have may be 2 reasons.
Firstly, your firewall is configured to not allow you to run javascript on your connection (which i doubt).
The other is a more common problem, your computer has 'forgotten' that it is allowed to run the Jagex software.
This could be a fix --
Start a new character from scratch, when you get to the screens that pop up, acknowledge that you should always trust the software from jagex. Install the software and when you end up at the home page. Choose play and run through as normal logging in as your main account.
If this doesn't work then either change the java version (its on one of the game loading screens at the bottom) or contact Jagex with the problem.

I am a Runescape P-Mod, and I have trouble getting it too load when I am on my labtop. I would go down to Low Detail, but under that selectan unsigned Java Applet. This might help it load without freezing. If it doesn't work try the other available applet options.

Not much you can do, my advice is give up the game and move on.
