It depends on the animal. It is possible. The point of breeding should be to improve the quality of the species.
In the case of rats, they mate with brother and sisters or even their babies. Not sure how it effects them.

Obviously. Look at all the irrisponsible breeders out there trying to make a quick buck. The results: health problems. Check out the vet clinic and see how many they get in. It's not a small number.
