You can use irfran viewer http://www.irfanview.de/ it has a function for it at Options Set as Wallpaper. or system function to stretch. Better is to re-size it to the proper values - The stretch functions sometimes stretch pictures out of proportions.

Actually most graphics software can do it for You.
You re-size the image used to Your resolution size.
e .g. 800 x 600 or whatever You use.

Goto Display properties>Desktop under position select stretch

Hi,

It depends on your operating system. Go to display properties by right clicking anywhere on your desktop. Then select "stretch" or "fit to screen".
