If the landlord has issues he wants addressed like the kids making messes while they are playing, then he needs to send a notcie to the parents. But by no means can he take pics or videotape children.
If this happens again, call the police.

i had an issue like this a few months ago the person who was living across the street from me was videoing me and my children i rang the police as i had some concerns about this person and the police told me that any one can video anyone or anything but they did say something like that they aren't allowed to record audio and of course if they are using the material on the video for illegal purposes...i stopped sitting out the front of my home and made the kids play in the back yard and thank god the person moved maybe you can get the kids to play else where until you sort it out....best of luck xxx

If it's just a security camera, and the kids happen to be playing in view of of it, then there's no issue there. If the camera was set up specifically to watch the kids, you can take issue with that for sure.

To the best of my knowledge, anybody can tape anybody in public. However, what you can *do* with said tape is another matter.
