Go to the second district. Go back to the first district. Go to the accesory shop. Go to back to the first district. Go back to the second district. Go to the third district.

Simple, just keep touring the town seeing multiple cutsceens and eventually you will run into the next event. Trust me it will take a while so just keep walking and exploring until it's over.

Go to the third district then they will be on ur team and u have to fight this big armor dude...good luck
