I dropped off my jetta to a garage to make small repair. They sell and service volkswagons only. Day 2 I called to get update on car and business # was disconnected. Went to garage they screamed at me that they knew nothing about my car. It was not on the lot. I called the police that night who said they eventually spoke with someone who supposedly worked for this garage who said it was transported to another garage an hour away. I told the police that I wanted my car towed immediately at my expense and out of their hands. The police never verified that my car was really there and insisted that I wait until the garage contacted me because it was a misunderstanding. Another officer has pressed joyriding on them in past. Your car was essentially stolen, so I'm not sure why it is up to the police officer to choose whether or not to press charges. If you cannot get help from the police department, I would contact a lawyer.
Does your local TV news station have a mediation feature? Our does and most problems are solved very quickly since no one wants to be on TV as an unethical businessperson. If you have that option, I would try that if you don't want to spend money hiring a lawyer right away.

Talk to a Layer about what suit to file, and whether or not to include the police department as a defendant. This is a very serious issue, and if you don't file charges, it would haunt you. talk to a lawyer, and sue for punitive damages and costs to your car.

Get a lawyer. Also, go to the Captain of the police precint that did this to you and speak with him. Call your insurance company and give them a notarized statement.
