yep - diesel engine uses reversal of exhaust gas against engine compression to slow the truck - constant jake braking on a downhill stretch of road is safer than catching your brakes on fire and rolling your truck 1/2 way down a 7% 7 mile grade.

Im a truck driver, they are Jacobs brakes, engine brakes on diesel engines. They open the cylinders on a diesel engine slowing the engine down and slowing down the tracter trailer.

On a semi-truck (big rig) it is used to slow it down through downshifting the transmission. That's the really loud noise you hear once in awhile.

its something on semis to slow them down they are what make the weird noise on the highway when they are coming into a town
