To get rid of the 'to be' verbs you need to make 'immigrants' the object instead of the subject.
for example ~ The government should deport immigrants.

A sentence consists of a verb and a noun. The noun is immigrants. If you don't use a verb then it would be an incomplete sentence.

I don't think you can revise it using no verbs and to have it still be a sentence because you need a subject and a predicate (a verb) to make a complete sentence.
