Sounds as if the tank is leaking. Check the seals they may need to be replaced. Look inside the tank and under the tank where it is screwed in. The washer is a rubber seal and can disintergrate due to chemical cleaners put into the tank. Turn off the water and flush the toilet, dry the wet area I mentioned and watch it to see if it gets wet around that area. If so then you know where the problem is. You may need a plumber to fix it unless you are handy.

to all the "professional" plumbers who answered this question. Go learn how to plumb before making stupid answers!! The wax seal in the bottom of a toilet CAN NOT leak! It is there only to prevent smells from returning from the waste line! the waste line is a large pipe that uses the flushed water to move the "materials" to the sewer, there is no pressure and no held water to leak! To answer your question stes,, all those commenting on the tank or inlet water supply are correct! You may have a leak at the water inlet going to the bottom of the tank or it could be the drain tube or tank has a crack! the tank should not be the problem unless someone hit it pretty hard.. the seals to the water inlet or drain tube could need replacing, especially the large rubber ring on the drain tube. dry things off with a towel and start passing your hands under the tank and around the inlets.. when you feel water thats were its coming from,, DO NOT worry about the water as it is not contaminated by any waste products there!!

The washer for the main water supply could be gone. The rubber gasket that is between the bottom of the tank and toilet seat or the wax ring that is under the toilet base could be in need of replacement. All of these are relatively easy fixes.

The reason it still leaaks when shut off iss the water in the tank is still flowing down and leaking. Shut off the toilet and remove andy residue around the pipe, go to hardware store and tell them to sell you a wax ring for your toilet. place this on the underside ,where the toilet drains and gently replace and tighten the comode. also check the 2 bolts that have rubber gaskets and hold the tank to the bottom. either tighten or replace them. A new toilet might be in order

Water could only be coming from the tank. Your gaskets or wax ring are gone. It's easy to remove the toilet and install a new wax ring. If that doesn't work, repllace the toilet with a new 6-litre; it will pay for itself in 2-3 years. Go to http://www.cwwa.ca/freepub_e.asp#toilet for your toilet shopping list.

Empty all the water out of the tank....if it stops leaking then you've got a seal that is leaking or a crack in the tank. If it's below, then the wax seal may need to be replaced. Best of luck to you.

I ran into that at home once, and I've seen that at a couple of work places. The pipes probably have a very nasty clog in them. Either you'll need a snake or a plumber.
Good luck.
