timing is set -van will not go above 70mph-and when it is idiling and try to change gears it turns off-otherwise it sounds fine what could be problem any ideas

Sounds like the Timing Belt is one tooth Off from where it should be. That would explain why it won't go over 70 MPH and the Dying when you put it in gear.

Since it was running before, the belt was replaced, and not after, I would double check the valve timing. If it is one notch off the engine will not run. Make very sure the marks are in the proper location when tightening the belt and they don't move.
