His breathing is controlled via his suit and helmet, it is automatically done with no control on his part. His speech is also controlled via his helmet. His throat and lungs were badly burned on that lava planet in episode III. So he can talk and breat at the same time since his speech is not normal, it is mechanical.

or if you want to get technical, they used the sounds of a diver breathing underwater and dubbed over with James Earl Jones and never bothered to edit it out to cut the breathing sounds during the final cut of the editing.

In the end of Episode III Anakin now turned Darth Vader recieved a breathing machine from the Emperor. It allowed him to breathe and talk. The book "Rise of Darth Vader" goes into it a little bit more.

Having given this too much thought; His mask and stuff are a kind of portable iron lung that breathe for him. That means the talking can be like bagpipes where you play the thing constantly and maintain pressure in the bag by blowing it up when you have the breath.

Darth Vader was placed in a powered suit that automates and assists in his natural functions such as breathing.
I noticed one other person mentioned that he was human, but this is not entirely true. Ben Kenobi refers to him as being "more machine than man."
He has some control over the suits activities but it is limited, so the act of him breathing during speach is true to story.

i read in a book that there is a machine that speaks for him called a vocabulator and the breathing sound is also part of the machinery in Vader's helmet
