if you don't mind advertising that you have no control over then yahoo and several other companies offer free webspace (providing you do not mind the adverts on your website).
the only 100% free website does not exist. you can get a free amount of space alocated byt the likes of yahoo and my space byut they are typically for personal use. If you want a corporate website where you plan to sell goods or services then the best way is either host yourself or pay for a hosting service.
use your browser to search for free hosting services.

doing research into hosting and building a webserver it costs a company typicaly about £0.30 a day for 1GB of web space (hardware, software and line rental charges to name just a few). so really paying for space you control either fully with no adverts by hosting the site yourself to get started once your sites users reach a certain level of hits per day then consider either buying a dedicated web server and paying for a better line with a greater level of upload band width. Typically the starting price is around £500 a month for this kind of dedicated line.
you can host your site at home for free you can get free software, and a free domain name and free design tools. see my website in the link below for more information. the page explains in detail what to do to get your site basically up and running.

what it does not say everything you need to do to secure and minimise spam on your server, as well as a host of other things you should do to maintain your server securly.

a top tip is get a quality malware defence package and set it up properly. AVG and a host of the other freeware antimalware packages on the market in my experiance cause more problems than they solve.
a good package i use that has never given me a problem is from www.trendmicro.com pc-cillin 2007.
adaware can be used to enhance the features of the trendmicro product. see lavasoft.com for adaware.
and on my site you will see a link to registry clean expert run that program at least once a week to keep your computer running at maximum efficiency.

good luck.
